You should use for the extensions which are proprietary.

-safari-....

Start with a dash
Continue with the vendor's name.
and finally the extension you have decided.

Each extension particular to safari should be documented and explained how to implement them. It leads to more interoperability in case of someone else wants to implement it also.

Since when do we need more extensions when the users are limited as it is...?
Being able to hide CSS from non-IE will simply mean that the sites that don't block based on user-agent might be tempted to block non-IE browsers from getting the benefit of CSS; even though there might not be anything wrong with it, just that the one in charge is too lazy to "support" it... And if they get the tools for doing it directly in the CSS/HTML then it will not only be used by more people, but it'll feel more like a feature there to be used, compared with "hacking" the server to do the blocking...
