Oops...

Not a good day for the Green Party of the UK...

Screenshot of the greenparty.org.uk website saying

(Is there a better way in the GIMP to draw an ellipse than to do selection subtraction with the circle selection tool and then do a flood fill?)

What you probably want to do is to use the circle selection tool to select the ellipse, then go Edit -> Stroke Selection.
